WE DENOUNCE THE MILITARY AGGRESSION OF YANKEE IMPERIALISM AGAINST LIBYA!

We denounce the fact that this new aggression against an oppressed country is for securing control of the region's strategic sources of raw materials and energy, among other objectives. The fact that the fate of the Arab people, or any other people, is of no importance whatsoever to the imperialists; the fact that they never gave a damn that the people of Libya and other Arab countries would be submitted to fascist and genocidal regimes, like that of Qaddafi, in Libya. Now, concretely, imperialism makes use of the current crisis unfolding in the Arab countries in order to act in pursuit of their own objectives as the only hegemonic superpower. They face the threat of the other nuclear superpower, Russia, which has increased its presence in this part of the world and, mainly, against the rising threat of Chinese social-imperialism, whose representatives “go through Africa with an open wallet, buying up everything”.

This imperialist military aggression reveals, once again, the real objectives behind all the rhetoric of Obama's genocidal government about its “new doctrine of national security”, which has been christened the “Obama Doctrine”. As some have commented, it contains “a flexible set of guidelines”, “which doesn't hinder it from applying what is most convenient at any given moment”, for defending the world hegemony of Yankee imperialism, which tries to hide its aggressive and interventionist character with expressions like: “we don't dictate solutions, but we defend our values”; that is to say, using the existing conflicts in the countries and regions to its advantage in order to impose its plan for a new redivision of the world. Therefore, it is a continuation of the imperialist war of aggression carried out under Bush against the peoples of the Third World.

Under this cover of “defense of our values”, it uses the situations of crisis to its advantage, like what North Africa and the rest of the Arab countries are going through: first, for its political intervention, in the cases of Egypt and Tunisia and, then, disembark on open military intervention against Libya. Meanwhile the Saudi lackeys of Yankee imperialism invade Bahrain, the Zionist fascists of Israel escalate their genocidal operations against the Palestinian people and the Yankees themselves intervene more in Yemen.

The countries of North Africa and the rest of the Arab countries, as semifeudal and semicolonial countries, are subjected to a general crisis that is aggravated by two things: the world imperialist crisis that is unloaded on their backs, being that they are oppressed countries, and the rising oppression and misery of the masses and their protests and struggles. Furthermore, the sharpening of the interimperialist contradictions sharpens the contention between the factions of the domestic ruling classes. This sharpens the contest between the comprador faction and the bureaucratic faction of the big bourgeoisie over control of the State apparatuses, starting with the Executive.

 

THE MASSES ARE MOBILIZED HEROICALLY AS AN EXPRESSION OF THE DEVELOPMENT OF THE REVOLUTIONARY SITUATION, BUT ABSENT A COMMUNIST PARTY

On our hill, as an expression of the development of the revolutionary situation (objective conditions) the masses of the people give impetus to their struggles, serving the development of the New Great Wave of the World Proletarian Revolution. The masses of these countries have always struggled, and now with even more reason, against the three mountains that oppress them: imperialism, semi-feudalism and bureaucrat capitalism. These struggles are expressed with all their heroism and hatred against the fascist, genocidal and country-selling governments, the majority of which are at the head of these States. But as heroic as these struggles might be, like in this case, the most they can achieve is to overthrow the tyrant on duty, which is to say, one or the other faction wins with its representatives. But the people get nothing of meaning; the democratic revolution against these three mountains that oppress them do not advance, not for the lack of a mass movement prepared for all the sacrifices to free themselves, but, rather, for the lack of a revolutionary party, which is to say, a Communist Party that, applying Marxism-Leninism-Maoism, mainly Maoism, to the concrete conditions of the revolution in the country, initiates and develops people's war for taking the democratic revolution through to the end. In this situation the masses are more and more the theater of the contest between revolution and counterrevolution. What the reaction and imperialism seek to do is put the mass movements at their tail to serve their sinister goals.

But although this is how the current situation for the people and the revolution in the Arab countries presents itself, in every aspect; the most advanced of the class and the people, will make a balance of the current struggle and its results and the forces that have to build or rebuild the Communist Party will mature to lead the democratic revolution forward; developing and transforming the struggles that are taking place there into people's war of resistance against imperialism. They will see, once again, that without the leadership of the Party the democratic revolution cannot advance; other than a few temporary achievements, the fruits of their struggles are going to stop at the hands of their enemies. By riding on their backs, one member or another gets into the government and parliament of the State (landlord-bureaucratic, at the service of imperialism) representatives of the factions of the big domestic bourgeoisie, lackey in service of one imperialist superpower or power or the other. That is to say, for replacing the authorities of the oppressor State, to determine who gets to crush the masses of the people from that point on. With that, the victorious reactionary faction puts the natural resources, the country's riches, and the labor power of the masses to the benefit of its imperialist masters and a handful of parasites of bureaucrat capital.

 

THE FORM USED BY YANKEE IMPERIALISM TO INTERVENE IN THIS CRISIS IS NOT SOMETHING NEW

The political intervention of imperialism in situations of crisis, like this one, for classifying the mass movement, is one of the components of its so-called “Low-Intensity Conflict” (LIC). The “LIC” was established by the Reagan government for struggling for world hegemony and to act as world counterrevolutionary gendarme. According to one of its components (of political intervention in crisis situations), they should learn to weigh the situation correctly, so that if the hated dictator must leave, the regime should stay. The ideal situation would be that the native elements of its own regime, in the last moment, switch sides and present themselves as the champions of an alternative regime, guaranteeing in that way the stability of the State and that they adapt themselves to it, in this way, as part of the opposition's credibility. So, the United States could support the unpopular regime to the last moment, push forward the described development and, whatever be the case, aim for its credibility (see Fred Halliday, “The Reagan Doctrine and the Third World”, in the Transnational Institute (TNI), Amsterdam, 1987). Today, as we have seen, this component of its “LIC” is being applied to the crisis situation in North Africa to give them a favorable way out according to their plans, channeling it; going by the book, you could say (exactly as it is stated in its doctrine from the 1980's). So, they are acting to avert that in Tunisia, Egypt, etc., the mass mobilizations produce a regime or a situation that affects their interests. They are using their “LIC” to achieve a change in government, according to the conditions that present themselves in each Arab country, and driving forward the comprador faction of the big bourgeoisie to the head of the State so that it could be the one to push through the so-called “democratic changes and economic development”. Such was the case with the announcement of Bush to initiate the war against Iraq. That is to say, a change of government in order to lead the privatization of everything that is in the hands of these States and also so that the “corruption” is concentrated in the hands of these “tyrants”, to redivide it between a handful of imperialist and domestic bloodsuckers; clearly, mainly among the Yankee monopolies and their lackeys. And, acting in such a way, Yankee imperialism and the servile militaries of Egypt and Tunisia, as standard bearers of these changes, with the conditions created from their political intervention, for Yankee imperialism to intervene and attack militarily in Libya, under the pretext of protecting the civilian population of the fascist and genocidal Qaddafi (they did not try to overthrow him in the first place, which they have already confessed) and tear the country apart.

 

THE YANKEE IMPERIALISTS ARE ACTIVATING THEIR PLANS TO BRING THEIR IMPERIALIST WAR OF AGGRESSION TO ALL OF AFRICA

Just as we had warned in our announcement of March 2003, when we condemned the war of aggression againist Iraq, the Yankee imperialists were expanding the war of aggression to Africa. This aggression is led militarily by AFRICOM of the Armed Forces of the United States whose supreme commander is Obama.

Today they are using “multilateralism” to give free rein to their aggressive objectives and to try to cover up the violation of the “United Nations Charter”, which prohibits the intervention and violation of the sovereignty of countries, which is to say, they are violating their own international law. The Yankee imperialists use the United Nations, the Arab League and the African Union, merely as instruments to take when they are useful and leave when they aren't useful.

The intervention of the other imperialist powers in "Operation Odyssey Dawn", takes place in the middle of an inflamed dispute over the booty before having achieved its objectives and amidst contradictory declarations of its main actors, suitable to try to cover up their sinister goals. Despite the theatrics of some heads of the intervening countries, to present this intervention as having been upon their own initiative, they cannot hide that it is an intervention of Yankee imperialism, led by its AFRICOM and using NATO. For the prime minister of England, Cameron, “the battle pony” for removing the tyrant Qaddafi and his support for the Libyan “rebels”, liike the other imperialist powers involved in the military intervention against Libya, is for securing control of the oil and gas of this country, but furthermore, Cameron seeks to use it to hide the failure of his government to stimulate the economy, cut the fiscal budget and fight inflation with the pretext of high oil costs. Just when the bombs fall over Libya, his government announces this new unpopular proposal. This bloody “dwarf" Sarkozy, as the head of French imperialism, tries to present himself as the political leader of the aggression, when he, like Berlusconi, head of Italian imperialism, has ended up in a bad situation facing the Yankee political intervention in this crisis applying its “LIC”: one moved to second place in Tunisia and the other was given a beating in Libya. But we do not allow their tricks, AFRICOM of the United States is the one who has the responsibility to lead the aggression, so it is their area of command, and the NATO forces and the puppet forces that participate in this aggression will be the ones responsible for the violations that go beyond the bounds of their own Resolution 1973 coming from the UN Security Council. That is why they say “NATO will take charge of the military operations”, “but the political leadership will be of all the participants”, thus Yankee imperialism, headed by Obama, doesn't want to be publicly responsible for the leadership of the aggression. And this works out well for Sarkozy in winning electoral returns and, thus, trying to revive his weak figure for the current election process in March and the next presidential elections in France for 2012. In the previous weeks, it was said in France that “only a war could save Sarkozy”, now he has “his war”. This bloody dwarf is an expert in intervening in defense of the “human rights of civilians” violating all the standards of international law. In July of last year, he ordered camouflaged French troops under the banner of one of its semi-colonies, Mauritania, to Mali to rescue a French citizen. The operation failed and despite the collateral damage, 6 people died. It was a clear violation of the sovereignty of Mali, its ex-colony, and a clear challenge to its rival in the region, the United States, since they militarily “advised” the army of this country. Earlier, Sarkozy intervened in another former French colony, Chad, to free a group of French and Spanish from prison accused of kidnapping children. French imperialism keeps 5,000 soldiers in the Ivory Coast, as “blue helmets” of the UN, under the pretext of supervising the “peace agreement”. French and Yankee imperialism maintain a bloody struggle over which one will dominate the African continent. Aside from these imperialists, “it is appropriate to highlight the decisive and increasingly relevant role that China is playing in Africa”, its political and economic impact will be felt in at least 48 of the 53 African states, although this time together with Russia and Germany, they have abstained from voting on Resolution 1973 of the UN Security Council. So, with its zig-zag diplomacy, social-imperialist China seeks to maintain itself as the alternative, because it does not face the roadblock that its rivals will necessarily encounter. Russia abstains, using Libya as a bartering chip. The conversations between the Yankee vice-president Biden and Medvedev and Putin on March 9th about Libya, the World Trade Organization and the START 3 Treaty were not a coincidence. German imperialism kantianly abstained and the chief of the government, Merkel, announced that the unmanned aerial AWACS vehicles and military personnel of NATO's special forces operating in Afghanistan and Pakistan will be substituted with German soldiers, so that they can serve in the aggression against Libya.

 

WE DENOUNCE THE FACT THAT THE IMPERIALIST AGRESSION DOESN'T IMMEDIATELY AIM AT REMOVING THE GENOCIDAL FASCIST QADAFFI, BUT RATHER TO DIVIDE LIBYA

Keeping Qaddafi allows the imperialists to justify the division of the country into zones of influence. Following their dark plan, the imperialists plan to dismantle the country. For this, now they announce that France and England have a “peace proposal”, which can mean nothing else but sending aggressor troops to occupy the country as “blue helmets” of the UN. This concretely will mean the division of the country: one part controlled by the “rebel” forces of the opposition, divided between supporters of the superpower and aggressor imperialist powers, who will remain in the part richest in oil and gas and the forces of the fascist, genocidal and country-selling Qaddafi, with the sponsorship of the other imperialist powers who will remain in the part less rich in oil and gas. Furthermore, the Yankee imperialists, with the complete militarization of this part of the Mediterranean, achieve another objective with their intervention in the current crisis of North Africa: taking strategic positions to proceed with developing their hegemonic plans.

We are sure that the imperialist aggression and its plans will crash every day, more and more, into the heroic resistance of the people of Libya and all the Arab people and the hatred of all the peoples of the world will be unleashed. The people of this country struggle to crush the lackeys of the imperialists, struggling for national unity and persisting in the war of resistance will deal powerful blows on the aggressor and will finally reach victory and Yankee imperialism and all the rest of the imperialists will be defeated with all certainty.

Serving this road, to guarantee the victorious march of the war of liberation and the culmination of the democratic revolution, it corresponds to the revolutionaries of these countrys to take up Maoism, assimilate it, embody it and apply it to build or rebuild the Communist Party, whichever might be the case, as a Marxist-Leninist-Maoist party to push forward the armed struggle of resistance, struggling to lead it, to transform it into a people's war of resistance against imperialism to crush the three mountains that oppress the people: imperialism, semi-feudalism and bureaucrat capitalism, struggling irreconcilably against revisionism, as a part of and in service of the world revolution.
