DEVELOP THE PEOPLE'S WAR OF RESISTANCE AGAINST YANKEE IMPERIALISM!

 

Facing the upcoming regional and municipal elections organized by the old State: it corresponds to us to reject, once again, this farce of bourgeois “democracy” and to make the Communist Party of Peru's call to our people for applying the boycott extensive. The elections within the prevailing system does not serve the interests of the people, it is nothing more than a cloak to conceal the dictatorship of the big bourgeoisie and the landlords. The road of the people is something else. The road of the people is the people's war, which is the truly democratic road that serves to do away with exploitation, hunger and misery. The people have gained nothing from any of the electoral processes up to now and nothing will be gained from the ones to come either. The “changes” that will come out of these elections will only be a renovation of the authorities of the old State, a readjustment among those who are going to crush and oppress the people from the regional and municipal institutions of the old State. Nothing substantial will change in the life of the people.

What the people need is transformation a new society without these bloodsuckers who today live like parasites upon us. What the people need is to be able to live like free and dignified human beings in the 21st century and not like now, treated like serfs from centuries ago. Peru is a country with natural wealth but it is not in the hands of those who produce it, being under conditions of worse and worse exploitation, in the countryside, in the factories, in the mines, in the rivers, lakes and the sea. Peru is a country with immense peasant masses, but the peasantry is more and more subjected to the yoke of exploitation, and the renewed concentration of the land falls into fewer and fewer hands, what it does is increase the real servitude in which the overwhelming majority of our peasants live—and this, not to mention the coca peasants who are hunted down as criminals for merely struggling to support their families. Peru is a country with hundreds of thousands of students and intellectuals, but, instead of them being able to serve the people, they degenerate and stupefy as servants of a bureaucratic capitalism, whose only goal is to rob the country for everything of value—or they are obligated to emigrate, with their diplomas, to clean the houses and streets of the rich in the imperialist countries. Peru is a country full of small businessmen and manufacturers, artisans and small property owners, but despite all of these forces, day by day they are crushed by the monopolies; they work not to develop the country, but to feed the big bourgeoisie and the foreign big bosses. The real national production is crushed everyday by the big monopolies of imperialism, what they call “Free Trade Agreements” in reality are Free Plunder Agreements. The elections will not change anything about this, they won't provide jobs, they won't provide food, they won't provide health services, they won't provide better conditions for mothers, children or the elderly. To participate in the elections is to bless the current state of affairs, the inferno in which our people live today.

Whoever has doubt need not see more than this social scourge that are the “politicians” and functionaries of this old State. Starting with the fascist, genocidal and country-selling Alan García, all the way down to the last local functionary, they are nothing but a pack of hyenas, who do nothing but get rich while they sell off the country piece by piece. There is not one institution of the old State that isn't corrupted all the way down to its deepest core. We see how they kill like simple mafia during the electoral campaign over redividing the spoils. They don't hesitate to suppress the people who don't doubt, this is where they are brave to order the Armed Forces and Police to massacre the sons of the people who protest and defend their rights. The armed forces of the old State is therefore nothing but the backbone of this State, never in the history of the republic have they been capable of defending the nation; instead they are experts in committing genocides—they are the main instrument of the bloodsuckers and the only flag to which they should give their solemn oath is the flag of the stars and stripes of Yankee imperialism.

The worst traffickers are those who wave red banners for calling on the people to participate in the elections. These wretches, from whatever they may call their pseudo-parties or “fronts”, they are crawling rats who want to channel the people's discontent off course. They even call themselves communists, but they are no such thing. They tremble in the face of armed revolution and simultaneously they propose measures to patch up the rotten and moribund system, in order to keep the system alive a little longer. They don't want the people to take their destiny in their own hands, but want them to rather live like beggars for handouts from the rich. In this rottenness it is the reptilian capitulators and traitors of the revisionist and capitulationist ROL, who traffic with the name of our great leader Chairman Gonzalo and our party, the PCP, who stand out as the most ominous expression. These rats are nothing but agents of the North American CIA and the reactionary Armed Forces, it is of little importance, as they were already identified; today they are the sworn enemies of Chairman Gonzalo and the PCP. Well put, Chairman Gonzalo is people's war—these rats are for the elections and “peace” under the bayonets of the genocidal hordes. They will have to answer to the revolutionary justice for their black treason.

The hope of our people is not in the bureaucratic road of the old State, but in the democratic road of the people's war. So many times the reaction and its lackeys of every ilk have declared that the people's war is defeated, but every time they have had to swallow their own black vomit. They said that the Party had been crushed, but in the face of the powerful blows of the people's war and the overcoming, now underway, of the inflection that occurred with the imprisonment of Chairman Gonzalo. Now they cynically proclaim the hoax that the PCP has degenerated into a “firm of the narco-traffickers”, while it is rather, they, who are covered from head to toe in this dirty “business”, meanwhile the Party judges the narco-traffickers as the enemies of the people that they are. This hoax is a pretext to justify the greater and greater intervention of Yankee imperialism to combat the people's war. This intervention of Yankee imperialism occurs because it sees how its lackeys in the country are incapable of defeating us. But the invader will be defeated, likewise with however many troops they send and however many genocides they commit. The People's Liberation Army already has years of experience in combating the DEA units and its Special Forces—which supposedly are the best they have. They don't have to be feared, but they should be taken seriously. That's why it is time to develop the People's Liberation Front to develop the people's war of resistance against Yankee imperialism more. The PCP is struggling to culminate the formation of the Peruvian nation with the democratic revolution, so that, with the triumph, immediately continue, without any interruption, with the socialist revolution and march with cultural revolutions until our final goal, communism—all with people's war. Thus we have a Peru that is of the people, here is the solution to all evils that we suffer today. For this reason we call upon the entire people to boycott the regional and municipal elections of October 3 and to incorporate themselves in the people's war.

In synthesis we reaffirm ourselves in our road of bringing the revolution to its conclusion, in constructing the new Power in the midst of people's war and in boycotting the elections to exchange authorities of the old State and parliamentary cretinism, the “peace processes”, in crushing capitulation. With people's war in Peru in full development we call on the revolutionaries of Nepal and the other countries to continue the armed revolution developing people's war. It is only by doing this that we will be able to go up against the bloodbath of reaction.

So, this September we reaffirm ourselves in taking up the call of Chairman Gonzalo, in his Masterful Speech of September 24, 1992, to continue the people's war and combat in Peru and in the world, capitulation, amnesty and enlistment, in the call to the world to continue the people's war and construct the new power.
