| We used this leaflet during the campaign we carried out against the intervention of Yankee imperialism in Peru, the same one that is being distributed in several cities. Also, on June 21 we distributed it as a leaflet in a popular festival in the city of Hamburg (Germany) and it was the substance of a talk given at that event, the same that follows:
Proletarians of All Countries, Unite! YANKEES GO HOME! Since May 17, 1980, a revolutionary war develops in Peru, a people’s war led by the Communist Party of Peru (PCP). This people’s war, during these years, has made it so that today the Peruvian people count on a New Power, organized in People’s Committees and Support Bases, in the countryside is where a true People’s Power is expressed, where life is organized by the masses according to their own interests, supported by the People’s Liberation Army (PLA) and everything led by the PCP. This people’s war is a nightmare for the imperialists, reactionaries and revisionists of the world because in spite of everything they have done to drown the revolution in blood—all the genocides, all the diabolic repression with “disappearances”, tortures and rapes, and thousands imprisoned in concentration camps—accompanied by an overwhelming disinformation campaign, supported by all the pseudo-parties who call themselves “left”, who prostitute themselves in the bourgeois parliaments in the whole world, and even some who traffic with the name of Chairman Mao. None of the things they have done, these enemies of the people, have been able to restrain the People’s War in Peru. There the revolution continues vigorously and powerfully, there is where the hope lies, demonstrating the road to follow in the new wave of the World Proletarian Revolution that has begun to unfold. An example: it demonstrates the total falsehood of the “peace accord” hoaxes put forward by the imperialists, which is nothing other than capitulation and treason against the people, whatever the pretext might be. This is the reason Yankee imperialism now drastically increases its intervention in Peru, to combat the People’s War. The Yankees have already been combating the People’s War for years. The so-called “low-intensity war” since 1992 has been led by them directly, but until now their direct intervention has been limited to the use of DEA agents (under the guise of “war on drugs”), “advisors” of the Special Forces and their secret operations, all led and planned by the CIA. It is they who lead the counterrevolutionary war and therefore all the horrors perpetrated by the Armed Forces of the Old Peruvian State, and all of their Auxiliary Forces, are also under the direct responsibility of Yankee imperialism. What is happening this year which is new is that the United States has already begun to send combat units of the regular Armed Forces in order to participate in the “low-intensity war”. In Cuartel de los Cabitos, the military base of the genocidal Army in Huamanga, capital of the Ayacucho Department, 90 Yankee troops have been stationed there as an advance force of the approximately 1,000 planned to come over the year. They have brought with them an undetermined quantity of war equipment, including several helicopters. The pretext is to participate in the joint exercises “New Horizons 2008”; but in reality it is part of the counterrevolutionary offensive that includes the deployment of over 5,000 men of the Armed Forces along with thousands of police of the special forces and “ronderos” against the Support Bases situated in the area of the Principal Regional Committee (CRP), of which Ayacucho is a part. Thus, they come to take direct charge of the development of the new campaign of encirclement and annihilation, applying the latest advances and experiences of the imperialist wars of Afghanistan, Iraq, etc. In the final days of April, the Commander of the United States Southern Command, Admiral James Stavridis, was in Peru to supervise the development of their “low-intensity war”. After meeting with the commander of the Joint Command of the Armed Forces (A.F.) and other high-ranking functionaries of the Ministry of Defense and the A.F., he specified that they intend to “cooperate” on three levels:
All of this, in moments in which the United States have re-established their Fourth Fleet, responsible for defending its imperialist interests in Latin America, which will go into action this July 1st, and which has as its main objective to lead “combined operations in what are called wars against drugs and terrorism”. It is an expeditionary force with Rear Admiral Joseph Kernan to be commander, currently the Commander of Naval Special Warfare Command, and who is a specialist in actions of counterrevolutionary terror. This new campaign of the enemy, within its “new plan” and all the resulting measures, openly prove the failure of the reaction in the application of over 15 years of its strategy of counterrevolutionary “low-intensity” war, led by Yankee imperialism. It also proves openly that the People’s War has advanced, so with that, developing the “counter-campaigns of encirclement and annihilation”, which have defeated the plans of the enemy. The PCP is prepared for all the plans of genocide to be carried out, applying remain firm in principles and preserve the unity of the Party, continuing the People’s War to solve all problems with Marxism-Leninism-Maoism, Gonzalo Thought. The further intervention of Yankee imperialism will have the greater incorporation of the masses in the People’s War as a consequence. It will put the PCP in better conditions to unite the people against the Old State, against the current fascist regime of Alan García. It will facilitate the construction of the Conquest of Power in the entire country and it will allow the People’s War to establish itself, even more, with the wars of national liberation that develop in the world. So then, although we will go through extremely difficult moments, the PCP, the PLA, the New Power and the masses will come out stronger and the Peruvian Revolution, as part of the world revolution, will continue its triumphant march.
